How we work with communities
We start with your priorities, not a template. Every community's situation is different — a headquarters relocation, an underused site, a major infrastructure gap, a chance to bring new tax base online. UTRGA's role is to figure out which tools actually fit your situation and negotiate terms that protect your community's interests.
We bring the technical expertise most communities don't have in-house. Structuring a Community Reinvestment Area, applying for state incentive programs like EDTIF, negotiating with a private developer or utility, navigating Opportunity Zone rules — these are specialized, and getting them wrong can cost a community real money. UTRGA's team has done this work across the state, from rural counties to the Wasatch Front.
We negotiate to minimize your cost and maximize your return. Our approach starts from the premise that community investment should be as small as possible while the community benefit — new tax revenue, new jobs, new capital investment — should be as large as possible.
